I was also getting the low graphics mode problem when using Ubuntu 12.02.2 with Virtualbox. I've tested the updated libpciaccess package with Virtualbox in two ways:
1) I installed the package into a live session running on Virtualbox. 2) I built the package into a custom Live image which I ran on Virtualbox.
