This is present in 12.04 as of 12/18/2012, current on all Ubuntu updates. Mouse moves, mouse cursor changes as movement across existing (but non- redrawn) window borders, buttons, etc. Clicking causes normal behavior (besides the window not redrawing).
Moving a window will cause all mouse cursor change functionality to stop. This normally happens after my monitors go into ACPI power save mode. Screensaver is disabled. Radeon 6950.
