Same symptons on two different Ubuntu 12.04 installations now (one installed from scratch with alternate install CD), where the only relevant thing in common is that they both use USB/Bluetooth keyboards. Another install on a laptop does not exhibit this problem of wrong keyboard layout. Simplest work-around so far is "setxkbmap no" after session has started ..
