Same here... applied all updates. Nothing helps. In my case it also sometimes leads to corruption of a file in my IDE (IntelliJ's workspace.xml), probably because for some reason IntelliJ keeps this file open at all times while I'm working with it.
The observation of the mouse: I guess this is true. Definitely when you have not been working for a minute, and return back to your PC to continue, and start handling the mouse again.
