FYI, the Inkscape problem that I was troubleshooting has already been pinned down somewhat (it had more to do with scrollbars!) so this bug isn't really a blocker anymore. I can freely use my digitizer if it's a core device, and I don't have a reason to make it non-core anymore. It's up to you if that changes the priority.
