You have been subscribed to a public bug:

It has been happening since the Nouveau driver had been pulled into the Ubuntu 
as a default Nvidia driver.
I have Nvidia GeForce 9600 GT video card and IIyama LCD panel with the 
1680-1050 resolution.
This very annoying and long-lasting bug proceedes like this:
1. Fresh installation is made.
2. First reboot after installation is pending - BIOS works, but when it comes 
to the Ubuntu log-in screen the panel switches off.
3. I have manually  through Ubuntu LIVE  to edit /boot/grub/grub.cfg file: the 
line 94 should look like this "ro   quiet splash nomodeset $vt_handoff"
4. After the reboot the other files have to be edited: /etc/default/grub and 
/etc/grub.d/00-headers as well as command update-grub be made... 
5. The required resolution is given only after the installation of propertiary 
Nvidia driver.
6. And a short story of mine:
a) I installed Lucid Lynx LTS in April 2010 and the panel switched off
b) I installed Maveric Meerkat in October 2010 and the panel switched off
c) I installed Natty Narwhal in April 2011 and the panel switched off
d) I installed Oneiric Ocelot in October 2011 and the panel switched off
e) I have installed Precise (sic!) Pangolin LTS in April 2012 and the panel 
switched off.
