António, for measuring power draw on a notebook try 'powertop' or right click the power icon in the notification area for 'Power History'. 'cat /proc/acpi/battery/BAT0/state' could work too, but the path might have changed since I last used it (can't test). Desktops usually require an external meter to measure the power draw.
I would do some testing too but I'm on dial-up currently.
