I have exactly the same problem (maximise/minimise really slow) I can add the problem is also present when I use yakuake. It take about 1 to 3 seconds between the moment I press the F12 key (to launch yakuake) and the moment it appears.
I've ubuntu 9.04 with a radeon 3670hd and FGLRX driver (9.7) .
