This problem appeared in 2.6.32 Kernel. Beginning with 2.6.37 Kernel this is solved.
I observe increased battery life (+15-20%) in my old laptop. sudo powertop, agrees with this impression Ubuntu users can use this kernel http://kernel.ubuntu.com/~kernel-ppa/mainline/?C=M;O=D but they are going to loose some ubuntu specific customizations (ureadahead mainly) For Lucid there is a much better solution that i currently use.
