In my case, the fan is revving in a regular pattern. About every five seconds it sounds like it's speeding up, then slows back down a second later. It's really quite annoying, not to mention what it is doing to the battery life. I would actually rather that it just run at a constant speed.
This seems to be related to compiz. When an effect is used the cycling starts up.
