It's in all of those repositories. The _source_ package xserver-xorg- video-intel builds two _binary_ packages: xerver-xorg-video-intel and xserver-xorg-video-intel-dbg. The debug package has the files that a normal user doesn't need, but which is useful for debugging. On the PPA webpage, you have to click on the source package name to see the binary packages built from it. If you have added the PPA lines to your /etc/apt/sources.list (recommended, since it will upgrade any dependencies), simply do a `sudo apt-get install xserver-xorg-video- intel-dbg`.
