To reproduce:
1) Boot up ubuntu with a second USB keyboard connected
2) Make sure you have more than one layout installed
3) Layout switching works OK
4) Disconnect the keyboard
5) Connect it back again after a while
6) Keyboard layout switching stops working when assigned combination is pressed
on USB keyboard, and does not work correctly when assigned combination is
pressed on main keyboard (displays ?? in tray area)
