I think a step by step wiki, would be helpful, especially if it contained the whole life cycle of the package, and who to talk to, ask help from in each stage. (debian has very detailed documents on how to do things, but it is missing some context for somebody doing packaging to bring things eventually to ubuntu).
Another idea that would be really useful if possible is: if somebody who knows packaging could hold an open workshop, where we each pick a package and walk through it step by step to submission stage. Being able to ask questions real time would really help.
