ANY paid VPN is not in my opinion a viable security option because it can be traced throuigh the means of payment. Tor is not paid and therefore not traceable by banking records. If you want to use a paid VPN for activity disfavored by the government where you live, I recommend using a provider in another country, one not allied with your government of the day.
