I also have this bug and a relatively recent machine.

amd phenom 9850
gigabyte MA-M790x-DS4 motherboard (amd chipset prone to ignition)
nvidia 8800gt 512 (wondering if this could be related to nvidia's recent err
badness)

I have attempted booting without "quiet" and also without "quiet splash"
as kernel line parameters. Anything with splash results in screaming pc
speaker. Though with quiet I sometimes get a black screen rather than
the red and black screen overlaid with cyan vertical stripes.

If I remove "quiet splash" the latest kernel still doesn't boot as it
appears to be failing to load modules for my SATA HDD, I expect this is
a separate problem. Also there appear to be no kernel logs for the
failed boots.

I can boot the machine using this grub option

title Ubuntu intrepid (development branch), kernel Last successful
boot
root (hd0,4)
kernel /boot/last-good-boot/vmlinuz
root=UUID=996c614c-dea9-4cd9-8bf1-f8f1041e6477 ro quiet splash  last-good-boot
initrd /boot/last-good-boot/initrd.img
quiet

that initrd.img is a copy of
-rw-r--r-- 2 root root 8039448 2008-08-28 11:16 initrd.img-2.6.26-5-generic

Furthermore...

Even with a working system if I call "sudo usplash" from the command
line after boot I get a blank screen and the pc speaker screams again.
If I call "sudo usplash -c" I get a unrecoverable blank screen, as in I
cannot switch to any other virtual terminals, or if I am the screen
remains black so I cannot tell the difference.

Cheers,
     Tonic
