I have bought deLock external PCI Sata controller with Sil3512 chipset.

Theres not much SATA PCI boards on the market now, some VIA chipsets,
but they are not very well supported afaik, and AHCI or other open-
design chips are used for PCIe, or in (very expensive) hardware RAID
boards... which would be kinda buying tank for carrying newspapers...

It is identical or same to Sil3112 but its polished, bugfree version.
I replugged both SATA drives in it, here is the result:
lspci |grep -i ata
01:08.0 RAID bus controller: Silicon Image, Inc. SiI 3512 [SATALink/SATARaid]
Serial ATA Controller (rev 01)

sdb1 sdb2<sdb5> sdc3
sudo dd if=/dev/sdb5 of=/dev/sdc5 conv=notrunc
10094657+0 записей считано
10094657+0 записей написано
скопировано 5168464384 байта (5,2 GB), 344,128 c, 15,0 MB/c

For sd(b/c)3 - swap partitions - speed is 35 MB/s, which is kinda
explainable.

As u can see, same slow speeds, patch autoapplied(expansion card BIOS is older
than built-in)... Anyway I think I can leave with it, for now.
I dont know any tools do same test as dd, in windows, so i can measure the rw
speed there.

I will test it with 8.10 alpha5 as well.
cheers.
