This happens on every site where I drag a link from one tab to another.
If the site has a text entry, such as a search option or login name,
then the cursor appears in the text entry box. I assume the page is
programmed to put it there by default. Otherwise the cursor is not
visible, but if I press Page Up or Page Down the address bar scrolls and
the url disappears. I have to click somewhere in the page before the
scroll keys will scroll the page.

I'm sorry I'm having so much trouble identifying the behavior. I hope
it's clear now.
