I haven't seen it recently, but it was happening every time on my laptop,
which has wired/wifi/USB-3G.  I can't remember if I edited the init script
or not, and it isn't with me right now.

As you're certainly aware, the possibility of a race is still there
regardless, and NM may take a bit longer to shut down under some
circumstances.
