I'd note only that I too was unable to restart or otherwise kill the NetworkManager process, until I forced it by passing -9 instead of the regular, graceful kill signal. Try a 'sudo killall -9 NetworkManager; sudo /etc/dbus-1/events.d/25NetworkManager restart'
