0.30.215-4ubuntu1 just introduces one Ubuntu-local change:
  * Add -Wl,-z,norelro to LDFLAGS, fix FTBFS while stripping binaries on
    i386 and amd64 architectures (Ubuntu toolchain issue only).

You don't mention it at all, but only Debian changes that were made. Why
can this one be dropped?

The Debian package fails to build:

dh_installdebconf -n
dh_installinit -r
dh_installman
dh_link
dh_strip
dh_strip: command returned error code 11
make: *** [binary-arch] Error 1
dpkg-buildpackage: failure: fakeroot debian/rules binary gave error exit status
2
pbuilder: Failed autobuilding of package
 -> Aborting with an error
 -> unmounting dev/pts filesystem
 -> unmounting proc filesystem
