No change. On Ubuntu 8.04.1, I get:

$ python -mOpenGL.Tk
Traceback (most recent call last):
   File "/usr/lib/python2.5/runpy.py", line 95, in run_module
     filename, loader, alter_sys)

   File "/usr/lib/python2.5/runpy.py", line 32, in _run_code
     exec code in run_globals
   File "/usr/lib/python2.5/site-packages/OpenGL/Tk/__init__.py", line
87, in <module>
     _default_root.tk.call('package', 'require', 'Togl')
_tkinter.TclError: can't find package Togl

"togl" is a Tk package whose support has become shaky (apparently). Not
being (or wanting to be) a Tk expert, I'm not able to fix it myself.
