This fix is insufficient.
 [EMAIL PROTECTED] { ~ }$ cat /usr/share/applications/kde4/kate.desktop | grep 
Icon
 Icon=kate

All application icons should go to the hicolor theme, apparently this is not 
the case for Kate.... which makes this 
a) an upstream issue
b) an awful fix

Proper solution would be to have the kate icon installed into hicolor
and not oxygen (or at least in both).
