We have to allow es_ES and similar locales sometimes so per-locale
modifications can be made. Eg. gweather read the default location from a
translation, so GNOME's weather-locations used to provide es_ES, es_MX,
es_AR and similar with just the default weather location changed (not
the best way to do it, but that's reality).

Still, it is marked as a hidden language in Launchpad, so it would not
be shown in the list of languages unless somebody uploaded a PO file
with that name or hacked URL to get to the relevant page. Basically, we
can try removing the file from the database, but you'd (Ubuntu
translators, and mdke for ubuntu-docs) also need to make sure it's not
being updated any more. Maybe assign Ubuntu Spanish Translators with the
job of maintaining es_ES as well (so not everybody can mess with it)?
