I have just conducted the following tests in response to the question from Michael Nagel.
1) I am presently running Ubuntu 8.04 x86-64. 2) I downloaded jeos-8.04.1-jeos-i386.iso and ubuntu-8.04.1-server-i386.iso on the 6th of August, 2008. 3) I installed each of them in QEMU. Everything seemed to install OK. Both made some minor ACPI complaints, but those appear to be normal and didn't seem to affect the installation. In both cases I restarted QEMU and it start up to the command prompt.
