Public bug reported:

Starting Xorg without hald running (in my case a LTSP thin client) makes
it to run without any input device.

Starting manually dbus and hald then restarting X makes the mouse and keyboard 
to work again.
In cases where hald is not running/installed, Xorg should fallback to the old 
behaviour and give the user something probably not the best configured but at 
least working.
