More generally a simple way to select video resolution / rate would be
nice.

OTOH, for a simple app like Cheese it's arguable if we want
unexperienced users to bother with fps settings. So maybe just a
resolution chooser could suffice. For each resolution the maximum
achievable fps should be selected.

I don't how nice the gstreamer API is w.r.t to querying such things
(e.g. is it doable without actually setting the values and testing for
failure ?).
