hotkey-setup is currently in the main repositoriy. discover is in the
universe repository. Since packages in main are not allowed to
depend/recommend packages in universe/multiverse, this bug will involve
more than just modifying the hotkey-setup debian/control file to upgrade
discover from a suggested package to a dependency. discover would have
to get added to the main repository if we were to want to depend on it.
Please prepare a Main Inclusion Report

added to the main repository.
