I think this is probably because the underlying clock-setup code doesn't
use a cancellable progress bar. This has recently been fixed in Debian,
so I'll merge that fix. With this, you should get a Skip button in
Ubiquity, and pressing that should cancel the NTP synchronisation.

(In general, anything that does network access in the installer ought to
get a cancel button of some sort eventually, or else be opportunistic
with a short timeout. Network access can legitimately take longer than
most people would be prepared to wait as a timeout.)
