It turns out it's possible to set the max_cstate without recompiling. The reason the processor module isn't using the options is because it's loaded from the initrd image. Luckily we can easily update that image.
Steps: 1. Add "options processor max_cstate=2" to /etc/modprobe.d/options 2. Update your initrd image: "sudo update-initramfs -u" 3.
