I  had this problem. My motherboard does not support sata nor recognize
my via 6421 controller. Even though it did'nt boot I was able to boot via 
usb hard disk (memory stick) and no matter what always got about 4 m/bytes
on the hdparm test. My IDE disk was making about  50+.
Just now I re-installed my st3320613as onto the external connector
of the controller, now it tests at 60+ m/bytes. Of course the two ports are 
supposed to be the same ! Hope that helps (or maybe confuses ??).
I am using the "combined_mode=libata", but no idea now whether it is actually 
needed.
