There are a few requirements that must be met in order for a package to have a .desktop file. Here is the criteria from https://wiki.ubuntu.com/PackagingGuide/SupplementaryFiles:
Criteria for the inclusion of .desktop files: 1. The package must provide a binary with a GUI interface 2. The binary must be typically executed with constant arguments 3. Users would expect to launch the program from the menu As Greg already said, japa can be run with different arguments. This means that it does not meet the second requirement. As a result, there is no need to include a .desktop file with japa. Since no .desktop file is needed, this bug is no longer valid.
