I don't believe this is a bug.  If you look at the CSS of the site, you'll find 
this style:


Global.css:

html {... overflow: -moz-scrollbars-vertical !important;  }


If you look this up, you'll see this information:

(http://developer.mozilla.org/en/docs/Mozilla_CSS_Extensions#overflow)

-moz-scrollbars-vertical: Indicates that vertical scrollbars should
always appear and horizontal scrollbars should never appear.


Why this site set this command, I'll never know, but it explains the weird 
behavior.
