The debian/substvars file is still included in your debdiff, you should
remove it. And FWIW, I do not think that the limits.h thing is due to a
change in the linux kernel API, but rather in glibc2.8 (limits.h would
no longer be part of a dependancy chain that previously led to its
inclusion), as as you can see on hardy, netfilter_ipv4.h already uses
INT_MAX
