But a system-wide folder name would not suit the needs, since it is a basic Unix principle that all users on a system may not use the same language. Locale is strictly per-user, and moreover it can change over time. That's why something based on xdg-user-dirs is IMHO the way to go. This ~/Private folder is just like another standard foler, just like ~/Desktop or ~/Music.
