I can partly reproduce this: logging in and logging out will sometimes reproduce the problem - but not always. Also, the problem occured during a session, i.e. compose-key worked, then 5 minutes later compose key suddenly doesn't work.
This is on a system with Hardy, a generic 104 key keyboard and no VMware.
