I have the same problem, and I don't think it is low priority, because:

When I'm getting an email with multiple TO Adresses encoded this way, Evolution
does not recognize that.
So I can't reply to all. S it's not only ugly, I can't work with it!

eg:
in Mailheader:
To: =?ISO-8859-1?Q?Axel_ZXXXXn_<[EMAIL PROTECTED]
=?ISO-8859-1?Q?-sXXXe.de>,_HXXXXXon_<?=
 [EMAIL PROTECTED]>,_Ma?=
 =?ISO-8859-1?Q?tXXXXXe_<[EMAIL PROTECTED]>?=

so there should be 3 adresses in TO. But evolution just sees and displays:
To: =?ISO-8859-1?Q?Axel_ZXXXn_ <[EMAIL PROTECTED]>
