I've been doing a series of restarts whilst debugging a suspend-lock-up issue, and this problem has occurred several times - sometimes accompanied by a BUG soft lock-up on one of the CPUs.
So it looks like the situation has improved slightly but not gone away. When I was running Gutsy I solved it by using the latest mainline kernel (2.6.25+). It's possibly worth doing a git-bisect between 2.6.24-19 and 2.6.25-rc9.
