Unfortunately this problem is still present in 8.04. As Fil mentioned above, the flac tab is missing from the Audio CD settings in kcontrol and the same error mesage comes up when launching kcontrol from a console. Although there hasn't been any follow-up to this bug, I had hoped to see it fixed in Hardy but sadly this wasn't the case.
To me, the ability to rip audio CDs so incredibly easily (I just drag from Konqueror to Amarok) is one of the features that set KDE apart from the other desktops and is indeed one of the things that made me switch from Ubuntu to Kubuntu.
