I have the same problem also on a fresh install of Kubuntu 8.04/KDE 4 In order to see if it was something to do with my installation, I tried using Adept Package Manager to install software (I do prefer Synaptic though, perhaps because I have become accustomed to it).
Adept does NOT have the same problem.
