i can absolutly confirm this bug. i have Thinkpad T40, and Ubuntu 8.04.1 and i never had it in gutsy. i am wondering if this bug has something to do with that one: https://bugs.launchpad.net/ubuntu/+source/hal/+bug/199088 i can confirm the last too.
