The problem has been identified:

the file "/etc/hosts" had been corrupted during a prior update -- there should 
be a line of the form:
127.0.1.1               {machine-name}.{domain-name} {machine-name}

,,,but mine had lost the second instance of "{machine-name}", causing it
to "lock-up".  by reinserting it (using the command "gksudo gedit
/etc/hosts"), Update Manager happily downloaded and installed a large
number of updates.

Perhaps the code that references this line of /etc/hosts could verify
that it is in the correct form, and issue a warning diagnostic if not?
