I have solved this problem on my system by replacing my USB 2.0 PCI
card.

I had this problem with multiple hard drives connected to a USB2.0 PCI
card in my home "server" (just a headless desktop machine serving data
and printers to my home network).

My old USB 2.0 card was a CompUSA brand card with an NEC chipset. I just
replaced this with another no-name card which has a VIA chipset and the
problem seems to have been solved!

I'm not sure how helpful this information will be, especially for those
with onboard USB 2.0 problems, but perhaps this information could help
developers narrow down the real issue.
