I have solved this problem on my system by replacing my USB 2.0 PCI card. I had this problem with multiple hard drives connected to a USB2.0 PCI card in my home "server" (just a headless desktop machine serving data and printers to my home network).
My old USB 2.0 card was a CompUSA brand card with an NEC chipset. I just replaced this with another no-name card which has a VIA chipset and the problem seems to have been solved!
