I think the best way is to register with and send an email to the Ubuntu Kernel Team mailing list. I'm not sure how closely they work with the core linux kernel developers, that is probably where the patch needs to be implemented, but the Ubuntu Kernel team is the next rung up the ladder from here, so you should contact them first.
