It does not take a very slow connection to trigger this. There's about 1-2 seconds between when the window opens and the focus change occurs. If you are a reasonable typist and you begin typing as soon as you open the window, it will happen every time. If you are a mouse user, you can still easily move the cursor and click in the location bar before the focus change occurs.
If a user is creating a new window, it's probably because they have a destination in mind.
