Public bug reported:

Binary package hint: acpi-support

The different power management packages in ubuntu are patched.

Where ist the documentation about the design reasoning and configuration
decisions.

Obviously part of the policy is that CPU frequency and powersettings are
controlled by desktop apps when a user is logged in.

For example gnome-power seems to be chosen to do auto
hibernation/shutdown on low battery.

When the computer is running without a users X session gnome-power does
not run and probably should not run.

It is perfectly ok when user settings override system defaults when they
are logged in.

The global setting may be configurable with a bunch of config scripts
under /etc/acpi and /etc/apm or just in /etc/laptop-mode/laptop-
mode.conf. It configures the disk idleing of laptop-mode-tools, but can
additionaly cover system default frequency scaling or auto hibernation.

I have put https://wiki.ubuntu.com/PowerManagement in place.

Please add, check'n'correct the package and reasign to next package.
