Hi Jason, thanks for using Ubuntu and taking the time to file this bug report! I have personally never experienced this issue, but I think the best thing for you to do is to find a set of steps that can reproduce it from startup. It may not be easy, but eventually after trying combinations, you should be able to get something that triggers it. Without a way to reproduce a bug, it is almost impossible to fix. If you can provide a set of steps (that at least make the problem occur occasionally; it is okay to say try this 5 times for example), along with exporting and uploading your compiz profile (I can help you with this if you don't know how), a developer should be able to duplicate the issue and ideally find a solution.
