Thank you for your bug report. Hardy and Intrepid have the new rewritten (upstream) version of Glipper that works as a Gnome panel applet. You can use it by adding it to the Gnome panel: Right-click on the panel you want Glipper to appear on and choose "Add to Panel." It will appear in the applet list as "Clipboard Manager." Since proper migration from the old version is not done automatically, perhaps a new bug should be opened for failing to migrate or inform the user about the needed changes. Also note the already reported wishlist bug #228979 about reverting the behaviour to match the old version. I'm marking this as a duplicate of that bug.
