In fact /etc/udev/rules.d/025_gpsd.rules is a file from an old release of gpsd that should be deleted. See Debian bug http://bugs.debian.org/cgi-bin/bugreport.cgi?bug=455036
According to Bernd's changelog, the file is now deleted sinc 2.37-1 http://packages.debian.org/changelogs/pool/main/g/gpsd/gpsd_2.37-4/changelog#versionversion2.37-1 However the current version of gpsd on Hardy is 2.36-2.
