In fact /etc/udev/rules.d/025_gpsd.rules is a file from an old release of gpsd 
that should be deleted.

According to Bernd's changelog, the file is now deleted sinc 2.37-1
http://packages.debian.org/changelogs/pool/main/g/gpsd/gpsd_2.37-4/changelog#versionversion2.37-1

However the current version of gpsd on Hardy is 2.36-2. So a backport of
2.37-4 from Intrepid to Hardy would cleanly close this bug.
