I've determined the following:
-doxytags cannot parse the documentation from this version of Qt, this is a bug 
in doxygen, I guess
-running make adp_docs in the Qt source directory regenerates the html docs, 
(I'm assuming), and in the process, qdoc3 tries to generate its own doxygen tag 
file at doc/indexes/qt.tags.  This is configured in one of either 
tools/qdoc3/test/qt-build-docs.qdocconf or tools/qdoc3/test/qt.qdocconf -  I 
think it's the first one, but I'm not sure
-if doc/indexes doesn't exist, creation of the tagfile quietly fails

Perhaps a bug should be filed upstream then, since it seems like they
intended to ship a tag file with the tarball.  In the meantime, it is
possible to rebuild the documentation, including the tagfile, during the
package build process.
