I can confirm this bug. I'm running Kubuntu Hardy and I can change System/Desktop Effects to "None" and it turn Compiz off for the rest of that session but Compiz comes back after next reboot.
[PS. Compiz looks great and I've been running it for a few months now but boy it is buggy, at least on KDE.
